Warm Homes Loan lenders: the ten named by GOV.UK, and what is known about each
GOV.UK names ten lenders for the Warm Homes Loan Scheme, and you apply to one of them, not to the government. GOV.UK publishes no rates, and we found no rate card or APR from any of the ten. This guide says what is known about each lender's route as at 28 October 2026, says plainly where it is not, and keeps a dated log of changes.

Quick answer: which lenders offer the Warm Homes Loan?
GOV.UK names ten lenders for the Warm Homes Loan Scheme: HomeServe Finance, Hometree Finance, The Money Co-Op, Propensio, Secure Trust Bank, Selina Finance, South Manchester Credit Union, Sunsave Energy, Tandem Bank and This Bank. You apply to one of them, not to the government. The DESNZ factsheet describes the ten as the first part of the offer, with more lenders and products expected to join. GOV.UK publishes no rates or fees and tells you to contact each lender directly about its products, rates, terms, application process and eligibility. The official list is on the GOV.UK lenders page.
Budget update: Boiler Upgrade Scheme and Warm Homes Loan
The Budget document says the government has launched the Warm Homes Loan Scheme and will hold the Boiler Upgrade Scheme at £400 million in 2027-28, rising broadly in line with inflation after that, as announced in the 28 October 2026 Budget. It also saves £1 billion of capital grant from the Warm Homes Plan without saying which parts of the Plan carry the saving. Source: HM Treasury, Budget 2026 document (Red Book), paragraph 4.36.
What this guide does not do
It does not rank the lenders or compare their rates: GOV.UK publishes none, and we could not find a rate card or APR from any of the ten. It does not link to any lender's application pages. And Clearline is not one of the ten: we do not offer, arrange or broker credit, and a Warm Homes Loan is a separate agreement between you and a lender.
Which lenders are on the Warm Homes Loan list, and what is known about each?
The ten are listed alphabetically below, not ranked. Under each we say only what the sources we could open on 28 October 2026 support, and where we could not open a lender's own page we say so rather than guess. The DESNZ factsheet notes that some lenders work only with specific installation firms and others let you choose any MCS-certified firm, so the route can differ lender by lender.
| Lender | Route confirmed on 28 October 2026, and what we could check |
|---|---|
HomeServe Finance | Not confirmed. Own page could not be opened; the DESNZ factsheet pairs it with E.ON |
Hometree Finance | Not confirmed. No Warm Homes page located |
The Money Co-Op | Not confirmed. No Warm Homes page located |
Propensio | Not confirmed. No Warm Homes page located |
Secure Trust Bank | Not confirmed. No Warm Homes page located |
Selina Finance | Not confirmed. No Warm Homes page located |
South Manchester Credit Union | Not confirmed. No Warm Homes page located |
Sunsave Energy | Online journey on its own page, which is last updated 28 October 2026; Sunsave also carries out the installation |
Tandem Bank | Through installation firms Tandem has approved, with no direct applications, per its own undated page |
This Bank | Not confirmed. No Warm Homes page located |
Checked 28 October 2026. "Not confirmed" means we could not open a page from the lender that describes its Warm Homes product, not that the lender is closed. Do not assume any lender is open until its own page says so.
HomeServe Finance
GOV.UK lists this lender as Homeserve, and the DESNZ factsheet describes it as partnering with E.ON. We could not open HomeServe Finance's own page on 28 October 2026, so we cannot say whether it lends direct, through installation firms or at the point of sale, whether its loan is secured or unsecured, or whether it is taking applications yet.
Hometree Finance
GOV.UK names this lender Hometree Finance. Some press coverage calls it HTG Finance, and we use GOV.UK's name. We did not find a Hometree page describing a Warm Homes product on 28 October 2026, so its route, the type of loan and its current status are all unconfirmed.
The Money Co-Op
GOV.UK lists The Money Co-Op. We did not locate a page from the lender describing its Warm Homes product on 28 October 2026, so we can say nothing yet about how it takes applications or what kind of loan it offers.
Propensio
Propensio is on the GOV.UK list. We found no page from Propensio setting out a Warm Homes product on 28 October 2026. Its route and loan type are unconfirmed.
Secure Trust Bank
Secure Trust Bank is named by GOV.UK. A Warm Homes page from the bank was not located on 28 October 2026, so whether it lends direct or through installation firms, and whether its loan is secured, is unconfirmed.
Selina Finance
Selina Finance is on the GOV.UK list. We found no Selina page describing a Warm Homes product on 28 October 2026. The Scheme Rules allow both unsecured and secured loans, so ask Selina which kind it is offering before you apply.
South Manchester Credit Union
GOV.UK names South Manchester Credit Union. We did not locate a page from the credit union describing a Warm Homes product on 28 October 2026. How it takes applications, and who is eligible to borrow from it, is unconfirmed.
Sunsave Energy (Sunsave)
Sunsave's own page, last updated 28 October 2026, describes a working online journey: you answer questions, book a consultation, receive a proposal showing the lower rate, sign the loan agreement and a government declaration, Sunsave installs the system, and repayments then start. The page says funding is limited and first come, first served, and that the scheme began in October 2026. It excludes private renters, social housing tenants and businesses, and says you must borrow as an individual. On this route one business provides both the loan and the installation.
Tandem Bank
Tandem's own page says it does not take direct applications: you apply through installation firms approved to offer Tandem finance. It adds that the MCS directory is not a list of Tandem partners, so being MCS-certified does not mean Tandem will lend for a firm's work. The page is undated, talks about availability across the UK in the future tense, and gives no rate, range or term, so we cannot say whether lending has started. One press report (a copy of the Guardian story dated 28 October 2026) says Tandem's loans are offered through British Gas; GOV.UK does not say this.
This Bank
This Bank is on the GOV.UK list. We found no page from the lender describing a Warm Homes product on 28 October 2026, so its route, loan type and status are unconfirmed.

How does a Warm Homes Loan reach you: direct, through an installation firm or through your mortgage provider?
GOV.UK's apply page lists three routes to a loan from a participating lender. The Scheme Rules add that applications go to a participating lender or, where applicable, an FCA-approved intermediary.
| Route | How it works | What is confirmed |
|---|---|---|
Directly to a lender | You apply to the lender yourself and use an MCS-certified business for the work | Listed as a route on the GOV.UK apply page |
Through an installation firm or retailer | The firm arranges finance for the work alongside its quote, which the rules call embedded or point-of-sale finance | Listed on GOV.UK. Some lenders work only with specific firms and others accept any MCS-certified firm |
Through your mortgage provider | Your existing mortgage provider offers the loan | Listed on GOV.UK as a route. We found no lender page describing it |

The Scheme Rules cover two forms of loan, and rule some others out:
- Unsecured personal loans, including point-of-sale finance offered alongside an installation firm's quote.
- Secured personal loans, as a first or second charge mortgage on your home. MoneySavingExpert warns that some secured loans, such as second mortgages, are part of the scheme and that a longer term raises the total cost.
- Not supported in the first phase: lending to businesses or special purpose vehicles, property-linked finance, and subscription or leasing products.
What should you ask a Warm Homes Loan lender before you apply?
GOV.UK tells you to compare the total repayable, the repayment term and any monthly fees across quotes and loans. These questions put that into practice, and none of them needs a rate to be published first.
- Is this product funded by the Warm Homes Loan Scheme? GOV.UK says to check that the product description shows it is government-funded.
- What is the nominal rate, and what is the APR? The Scheme Rules express rates as nominal annual fixed rates, which are not the same as APR.
- What term is on offer, and does the rate reduction still apply at that term? Grant support is only available for terms of three years or more, and the reduction is smaller on longer loans because the grant is capped at 20% of the loan.
- Is the loan secured against my home or unsecured?
- What fees apply, and what happens if I repay early?
- Which installation firms do you accept? Can I choose any MCS-certified firm, or only ones you have approved?
- When do you pay out: upfront, as a deposit, direct to the firm, or after the work is verified? The Scheme Rules leave this to the lender.
- Is there an age limit, or any exclusion by type of borrower or property?
- What credit and affordability checks will you run?
- What will I be asked to sign? Expect the loan agreement, a declaration about other government funding for the same improvement, and consent in the loan documents to property access for scheme compliance.
How do lenders join the list, and will more be added?
Lenders must be FCA-authorised UK lenders, and under the Scheme Rules they may not use scheme branding or claim to be a Warm Homes Loan lender until DESNZ has fully approved them. DESNZ approves each lender's product and assesses the lender's market rate. The first lender window opened in June 2026 and closed on 29 July 2026. A further window is planned for late 2026, for onboarding in early 2027, with exact dates still to be confirmed, and annual windows after that. That is why GOV.UK and the DESNZ factsheet treat the current ten as an initial group.
Two things are not published anywhere we could find: a consolidated list of which lenders are live, and which installation firms each lender accepts. Our step-by-step application guide covers what to do in the meantime, and our solar and battery loan guide covers the caps. The live status of the scheme is on our Warm Homes Loan page, and our Warm Homes Plan guide shows where it sits alongside the other schemes. If you were looking for the £150 energy bill discount, that is a different scheme: see Warm Home Discount vs Warm Homes Loan.
How do you spot a fake Warm Homes Loan offer?
You never apply to the government: GOV.UK is explicit that the loan comes from a participating lender. A genuine lender is on the list of ten, is FCA-authorised, and its product description shows it is government-funded. Which? warned on 5 February 2026 that unsolicited offers of loan access are likely to be scams, and MoneySavingExpert's 26 October 2026 report warns of scammers posing as part of the scheme. To report a suspected scam or misuse of the scheme, email WHLScounterfraud@energysecurity.gov.uk. Scheme questions go to WHLS@energysecurity.gov.uk, and GOV.UK lists no scheme phone helpline.

Warm Homes Loan lender questions, answered
Which lenders are part of the Warm Homes Loan Scheme?
GOV.UK names ten: HomeServe Finance, Hometree Finance, The Money Co-Op, Propensio, Secure Trust Bank, Selina Finance, South Manchester Credit Union, Sunsave Energy, Tandem Bank and This Bank. The DESNZ factsheet describes them as the first part of the offer, and a further lender window is planned for late 2026, so more are expected.
Can I apply for the Warm Homes Loan through the government?
No. GOV.UK says you do not apply to the government. You apply to a participating lender: directly, through an installation firm or retailer arranging finance for the work, or through your mortgage provider. The lender runs the credit and affordability checks.
Which Warm Homes Loan lender has the lowest rate?
We cannot say, and no one can yet on official evidence. GOV.UK publishes no rates, lenders set their own, and we found no rate card or APR from any of the ten. What the scheme does is take up to 5 percentage points off a lender's own rate for an equivalent loan, so compare each lender's total repayable, term and fees once they quote you.
Is a Warm Homes Loan secured on my home?
It depends on the lender. The Scheme Rules allow unsecured personal loans, including point-of-sale finance, and secured personal loans as a first or second charge mortgage. Ask the lender which it is before you apply.
Do I have to use a particular installation firm?
Not under the scheme itself: the firm must be MCS-certified for the technology, and there is no scheme-level approved list. But the DESNZ factsheet says some lenders work only with specific firms, and Tandem Bank says it lends only through firms it has approved. Ask the lender before you choose a firm.
Are more Warm Homes Loan lenders coming?
Yes, it is expected. The Scheme Rules and the lender notice on GOV.UK describe a further application window in late 2026 for lenders onboarding in early 2027, with exact dates still to be confirmed.
Is Clearline a Warm Homes Loan lender?
No. Clearline is not on the GOV.UK list and does not offer, arrange or broker credit. We design and fit solar and batteries through our MCS-certified, fully insured installation teams. Any Warm Homes Loan would be a separate agreement between you and a lender.
