MCS is not a badge on a van. On a heat pump job it is the gate on the £7,500 grant, the design standard that sets your running costs, and the sound calculation that keeps the installation inside permitted development.

The short answer
MCS certification is what makes a heat pump installation eligible for the Boiler Upgrade Scheme. Ofgem requires the work to be carried out by an MCS certified installer, and it requires the equipment to sit on its Product Eligibility List, which is extracted from the MCS certified product directory. Both halves have to line up on the same job. A certified installer fitting an uncertified unit does not qualify, and certified kit fitted by a business outside the scheme does not qualify either.
The grant is a certification test, not a means test
GOV.UK sets no income cap and no EPC condition on the Boiler Upgrade Scheme. What it sets instead is a certification requirement running through the installer, the product and the finished job. Get that wrong and the £7,500 does not arrive late. It does not arrive.
The grant only moves through a certified installer
You do not apply for the Boiler Upgrade Scheme yourself. Ofgem runs it as an installer-led scheme: the MCS certified installer applies for the voucher on your behalf, redeems it after the work, and takes the value off the price you are quoted. England and Wales only. Scotland runs its own support through Home Energy Scotland. The £9,000 figure is the standard £7,500 plus a £1,500 uplift for oil or LPG heated homes with no mains gas connection, available until 31 March 2027. Hybrid heat pump systems are not eligible, and there is a 45kWth capacity cap on individual systems.
Four standards sit behind one badge
- MIS 3005-D, the Heat Pump Design Standard. Governs how the system is designed: the room by room heat loss calculation, the design flow temperature, and the emitter sizing that follows from both.
- MIS 3005-I, the Heat Pump Installation Standard. Governs the physical work, the commissioning, and the documents handed over at the end.
- MCS 007, the Heat Pump Product Standard. Governs what a heat pump has to demonstrate to be certified. Ofgem's Product Eligibility List for the grant is extracted from the MCS certified product directory, so this is the standard that puts a specific model within reach of the money.
- MCS 020 a), the Air Source Heat Pump Sound Calculation. The method used to show the outdoor unit meets the noise condition for a permitted development installation in England.
The design standard is the part that decides your bills
MIS 3005-D requires a room by room heat load calculation compliant with BS EN 12831-1:2017 before the system is designed. That rules out sizing from floor area, and it rules out carrying across the output of the boiler being replaced. MCS publishes its own Heat Load Calculator for certified installers to do the work, and the current issue of the design standard became mandatory for MCS certified contractors in December 2025.
This matters more than the brand on the wall. The government-funded Electrification of Heat project installed 742 heat pumps across a deliberate cross-section of UK housing, from Victorian terraces to 1960s flats and pre-war semis, and concluded that no property type or architectural era is unsuitable. The median in-situ seasonal performance factor across those air source systems was 2.80, with a wide spread between individual installations. The age of the house is not what separates a cheap heat pump to run from an expensive one. The quality of the design is.
Capacity
The heat loss total sets the kW output the system has to meet at design conditions, so the unit is matched to the building rather than to a rule of thumb.
Design flow temperature
The temperature the system runs the water at. Heat pumps are most efficient at roughly 35C to 45C, and MCS radiator retrofit designs commonly land between 45C and 55C. Every degree above that costs efficiency for the life of the system.
Emitter sizing, room by room
Which radiators stay and which have to grow is decided per room by the calculation, not by a blanket rule. A radiator rated at Delta T 50 delivers roughly 42 percent of that rating at 45C flow and 40C return, so some rooms need more surface area and plenty do not. Flow temperature is the number to ask about
Efficiency falls as flow temperature rises, and the published figures show how steeply. Samsung's own data for its Mono range gives a SCOP of up to 4.84 at 35C flow, against about 3.0 at 65C flow on the high temperature units. A quote that will not state its design flow temperature is a quote that has not done the design. Flow temperature explained goes through it properly.

Most domestic heat pumps in England go in under permitted development rather than a planning application, and the noise condition decides whether that route is available. MCS 020 a), the Air Source Heat Pump Sound Calculation, is the method used to demonstrate it. The calculation has to come out at 37.0 dB(A) or lower at the assessment position for the nearest noise-sensitive premises. Come out higher and the installation is not permitted development as designed, though moving the unit will often bring it back under. The Planning Portal states that from 28 May 2026, MCS 020 a) is the only certification scheme accepted for this.
- The outdoor unit, including its housing, must not exceed 1.5 cubic metres on a house, or 0.6 cubic metres on a block of flats.
- The unit must be sited, so far as is practicable, to minimise its effect on the external appearance of the building and on the amenity of the area.
- Permitted development rights do not apply within the curtilage of a listed building or on a scheduled monument. Those cases need planning permission, and listed building consent where relevant.
- In a conservation area or World Heritage Site the unit must not go on a wall or roof fronting a highway, or nearer to a highway bounding the property than any part of the house.
What you should be holding at the end
- An MCS certificate for your installation, raised within 30 days of commissioning, naming the technology, the model fitted and the certification details.
- A record of the job on the MCS Installations Database, which is the register a future buyer, a surveyor or an energy supplier will check.
- A handover pack carrying the design documentation, the commissioning data, the product details and the workmanship warranty.
- The financial protection cover that certified installers have to provide, which is the mechanism designed to stand behind the work if the business stops trading.

MCS and heat pump questions, answered
Can I get the £7,500 grant without an MCS certified installer?
No. The Boiler Upgrade Scheme is installer-led, and Ofgem requires the installing business to be MCS certified for heat pumps. The equipment also has to appear on Ofgem's Product Eligibility List, which is extracted from the MCS certified product directory. Both conditions have to be met on the same installation, and there is no discretion on either.
Can MCS certification be added to the job afterwards?
No. Certification is held by the business before the work starts, and the installation certificate is raised after commissioning by a business that already holds it. There is no retrospective route, so an uncertified heat pump installation stays outside the grant permanently.
Does MCS certification for solar mean the installer can fit a heat pump?
No. Certification is granted per technology. A firm certified for solar PV or battery storage is not automatically certified for heat pumps. Ask which technologies they hold and with which certification body, then verify it rather than trusting the logo. Our guide to checking certification sets out the sequence.
What does MIS 3005-D actually force an installer to do?
It requires the system to be designed from a room by room heat load calculation compliant with BS EN 12831-1:2017, rather than sized from floor area or copied across from the existing boiler. That calculation sets the heat pump capacity, the design flow temperature and the emitter sizing for each room. Do I need planning permission for a heat pump in England?
Usually not. Most domestic air source installations sit within permitted development, provided the outdoor unit stays within the volume limit, is sited to minimise its visual and amenity impact, and passes the MCS 020 a) sound calculation at 37.0 dB(A) or lower at the assessment position. Listed buildings and scheduled monuments fall outside permitted development, and conservation areas carry extra conditions on where the unit can go.
Does an MCS certificate guarantee the heat pump will be cheap to run?
No, and it is worth being straight about that. MCS sets the design and installation standards and forces the heat loss calculation that makes a good outcome possible. Performance still varies: the Electrification of Heat project recorded a median seasonal performance factor of 2.80 across 742 homes, with a wide spread either side of it. Treat the certificate as a floor rather than a ceiling, and interrogate the design flow temperature separately.
What happens to my paperwork if the installation team stops trading?
The MCS certificate and the Installations Database record stay valid, because they attach to the installation rather than to the company. Certified installers also have to provide financial protection cover, which is the mechanism designed to stand behind the work if the business fails. Manufacturer product warranties are a separate matter again and are claimed through the manufacturer.
